Introduction Fred Halliday, a leading observer of international relations, looks at the mechanisms for controlling the challenges facing the world at the beginning of the new millennium. He highlights global governance, where the management of world affairs is carried out by a range of institutions, and suggests that such governance can be seen on four levels: the supernational organisation, political power and legitimacy states, civil society and the individual.
